He's bundled up in a heavy coat and scarf, standing a safe distance from the frozen over pond. He does NOT trust that ice. He's got the scarf wrapped around so high you can't really see his look of bewilderment...
or sniffles. Because this extra cold the northern states have brought to HQ is killing him.
